      为进一步促进智能网联汽车道路测试相关政策法规的建立健全,首先分析了智能网联汽车技术的发展路径和发展现状以及国外具有代表性的自动驾驶道路测试法律法规的主要内容。然后,总结并分析了我国国家层面及各地区已发布的智能网联汽车道路测试相关政策法规的主要内容和异同点。最后,针对相关政策法规的制定和完善,提出根据自动驾驶技术的不同等级制定分等级的测试管理办法、逐步开放各地区测试数据共享、制定统一的责任认定标准、对测试路段的道路基础设施和交通管控设施作出明确规定、保护网络安全和用户隐私、在确保交通安全的前提下逐步扩展测试路况、推动营运车辆领域测试管理规范的制定等建议。

      In order to further promote the promulgation and improvement of relevant policies and regulations on road tests of intelligent connected vehicles, firstly, the development path and current situation of intelligent connected vehicle technologies were analyzed. Main contents of the representative laws and regulations of automatic driving road tests at abroad were studied. Secondly, the main contents, similarities and differences of the national and municipal policies and regulations related to intelligent connected vehicle road tests in China were summarized and analyzed. Last but not least, to improve the relevant policies and regulations, some suggestions were put forward, such as formulating graded test management methods according to the different levels of automatic driving technology, gradually opening the sharing of test data between different regions, formulating unified responsibility identification standard, clearly making regulations on the road infrastructure and traffic control facilities in test road sections, protecting network security and user privacy, gradually expanding test road conditions under the premise of ensuring traffic safety and promoting the promulgation of test management regulations in the field of commercial vehicles.
